Dê uma olhada nessa passagem contida no voip-info sobre o seu problema:

your /var/log/messages logfile to see what messages the zaptel, wcfxs
and/or wcfxo kernel modules generated when they were loaded.

Aparentemente os módulos necessários não estão carregados.
