Consegui resolver.
Era incompatibilidade do dahdi 2.8 com a placa (openvox)
ele reconhecia como digium e enviava as instrucoes no modelo digium
depois de ter alterado pro dahdi 2.6 da openvox, e solicitar o desbloqueio
(pois o problema tava bloqueando o e1), ele funcionou normal
