[AsteriskBrasil] Link E1 da Embratel

Pessoal,
To usando o asterisk home com um link E1 da embratel sinalização ISDN.
A minha placa ta com o a luz verde. E o status dela pelo zttool esta OK.
Agora quando tento discar pelo sofphone escuto a mensagem "all circuits are busy now..."
Será que alguém sabe o que pode ser ?
